Money woes shelve library

•From page 1 The city council is still waiting to finalise a global insurance settlement that includes insurance costs tied to community facilities. Last week’s report said insurers had issued a settlement offer of $130,205 for the library, but with conditions the city council were unhappy about, which were being debated by its insurance team. The report also said a property team was summarising maintenance costs and their impact on evaluation of repair versus rebuild options for the library. “We got to a point where it was two steps away and then the community committee added another step in,” Cr Gough said. He said the extra step was “not without reason” as the committee wanted to take a strategic look at all of the community facilities needing work, but he found the delay frustrating.

“I would have preferred it to go straight to council,” he said. “I can understand the logic around wanting to have a strategic plan around things but let’s be frank this is a top priority.” Cr Gough said it was time to “get on with delivering a community outcome that’s really needed for an area in the city that’s really hurting.” A temporary library was opened in October last year. Bishopdale resident John Baker said the library was “the heart and soul of a community.’’ At a community meeting about the issue last year, he said the community was in agreement about the project. “The great consensus was the fact that we didn’t have a library was a big loss in Bishopdale.” He said the delays were “what you expect when you deal with local or central Government.”

City council staff will this week brief the Fendalton-Waimairi and ShirleyPapanui community boards on the Local Approved Products Policy. The city council is currently taking public consultation on its plan to restrict the sale of legal highs under the LAPP. The proposed plan would limit where stores selling legal highs could open and how close they could be to both other stores and “sensitive sites” including schools.

Cycle plan disappoints BY PAUL MCDONALD

Outspoken community board member Aaron Keown has called a plan to prioritise an extension to the Northern Railway Corridor Cycleway a “watered down” plan of what should happen. Earlier this month, Mr Keown made a submission to the Shirley-Papanui Community Board, asking the city council to make an immediate start on the extension of the cycleway from Tuckers Rd to Radcliffe Rd. “In light of the delays in the planning of the cycleways network that the Shirley-Papanui Community Board request that the council start work immedi-

ately on the scheduled extension of the Northern Railway Corridor Cycleway from Tuckers Rd to Radcliffe Rd,” his submission said. Mr Keown said the funds were already there for the extension and called an immediate start a “good, quick win in the new network”. After board discussion, an amended motion was passed by the board asking the city council’s Environmental Committee to prioritise the project. “That the Environmental Committee considers the high prioritisation of the scheduled extension of the Northern Railway Corridor Cycleway from Tuckers Rd to Radcliffe Rd as

the board believes this would be of significant benefit at a low cost to the ward and the city,” the revision read. However, Mr Keown said he was disappointed with the result as he believed it was “watered down” and robbed cyclists of the chance to cycle to school and work safely. He said he was not sure when the project would get off the ground again, but believed it would “fall into the churn.” “It’s more politics than being part of the solution,” he said. Prior to the meeting, Mr Keown said he forwarded the motion to keep cyclists safe following two recent cyclist deaths on

He said he was not sure if his fellow board members would follow suit. “It depends whether the decision is made for people with their hearts and minds rather than politically,” he said. He said the money for the 4km extension was budgeted within the $69 million set aside for cycle and walkways and believed if it was started immediately could be finished by the end of summer. “This helps any kids that live in the Belfast, Northwood or Redwood area,” Mr Keown said.

SHAVING MONEY: Brodie Franks will need a warm hat this winter after shaving his hair for child cancer. The 10-year-old Harewood School pupil had his hair shaved on July 1 to raise money for the Child Cancer Foundation. He took part because both his aunt Margaret and a friend at school have been affected by cancer. So far, his online fundraising page has raised $2149. He has received nearly $500 in fundraising from his brother’s school Breens Intermediate and his own school raised $217 with a beanie and bandanna day.

Big responsibility in post-quake Liz McClure was appointed the area board president for Plunket on February 1, 2011. Twenty days later, the earthquake struck Canterbury and Liz had to learn the ropes in a baptism of fire. She has received the Minister of Health’s award for a community or NGO health service volunteer, which recognises her hard work. She speaks to Haley Jones Hi Liz. Can you tell me about what your job involves? I’m in charge of the Canterbury area, which runs from Kaikoura to Rakaia, and Arthurs Pass to Banks Peninsula. We don’t have exact figures, but I’m estimating we have between 500 to 600 volunteers. I now lead a board of six members, the volunteers, and we’re also in charge of the governance of our area. And our buildings. We have 48 Plunket clinics and I look after them and make sure they’re all above board and code. It’s a big job. Sounds like a big responsibility. What was it like immediately following the earthquakes? I had actually only been in the new position with Plunket for 20 days before the earthquakes hit. I’d only been appointed on the Plunket Council on February 1. It was really a baptism of fire. I was working really hard at getting a brief of what I was doing, and then bang! We had the quakes. Then it was full steam ahead – we were looking at the needs of the

community and volunteers and the families. I lead all the postearthquake recovery work, and sorted out insurance claims, and looking at the building codes. We closed some buildings down. I was working through all of that sort of stuff. We also lost our area office, so had to look for a new area office. We’re nearly there with that side of things. We have come a really long way, but it’s important to stop and look back at what we’ve accomplished since then. What were some of the challenges you faced in your role after the earthquakes? It was really working through the safety of our buildings, volunteers and communities. Communication is always a challenge. It was about trying to ensure we had the right communication going out, with the right reports coming back in to make the right strategic decisions. And finding our families, too. Quite a few of our families had moved around after the earthquakes, so it was about mak-

ing sure we had records of them – making sure no one was left without our service. Also, making sure our volunteers were safe, without putting an added burden and stress on them. Tell me about some of the highlights. I’ve been volunteering at Plunket since 2002, and I’m really lucky to have met such wonderful people on my journey. I’m constantly amazed at the wonderful things people do in our community. They come up with new initiatives. I’ve made life-long friendships along the way, and I’m continually amazed at the ideas that come out of the woodwork that make sure our babies and families are looked after and supported. Can you tell me a little bit about your background? I was born and bred in Christchurch. At the end of the day, it’s nice to stay strong through the challenges we’ve gone through. And it’s also nice to make luxury things seem affordable, so people don’t feel self-indulgent if they pop off for a facial. As long as it’s affordable and relaxing – that’s important. How did you come to work at Plunket? Before Plunket, I was working as a beauty therapist down in Dunedin. We came home in 2002 in July and had our oldest. We had a large number of weeks in intensive care, because our oldest had a stroke at birth.

We had a flyer dropped off from Plunket in the letter box, and the lady who dropped it off lived four doors down from us. They were after someone to organise their newsletter, and because I wasn’t working at the time, I rang her. We struck up a friendship and the rest is history. What was the experience like with Plunket, being a mum yourself? We were first-time parents, we had no idea what was going on. A nurse came and visited me even though I didn’t have a baby at home. It was such a caring and lovely service. Then I was

invited to parent education, and I needed to go to my first session without a baby, which was hard. But I still have friends who I met there that I see today. I met one lady, and we’ve gone on and done volunteer work together. We catch up for wines quite often. But it hasn’t all been love and a bed of roses. We’ve gone through struggles with funding. We’ve kept focus and got there in the end. Can you tell me a little more about your family? Jacob is very into electronics. My middle child, Jorge, enjoys Lego, but he’s is not averse to target practice and shooting! Quinn is a typical four-year-old and is interested in everything. And I’m married to my husband, Allan – that’s coming up 13 years. I bet they all keep you busy. What keeps you inspired in your role? Probably just the great team that I’ve got backing me and the dedicated volunteers that continually strive for excellence. To be able to give our families the best start is wonderful. What’s the most rewarding part of your job? There’s so many things. The biggest reward is seeing our organisation go from strength to strength. And then there are things like this award – I’m really honoured to be nominated, and then to be selected and then

awarded was wonderful. Congratulations. Can you tell me a little more about it? I felt very, very honoured. I know that there’s some amazing people out in our communities. I was speaking to some of the judges about the sheer amount of nominations that had come through. I felt very humble. It’s lovely to be recognised. But it’s a testament to our team and the wonderful people who are behind me and backing me. What else do you hope to achieve in your position? Well, we are just finishing a purpose-build pre-school in Banks Peninsula, and we have a new building project for an area office. I guess to set up Canterbury Plunket to continue the great work we’ve always done in sustainability and to honour the legacy of our past, present and future volunteers. And finally, what are your thoughts on Christchurch and the future of the city? I think we’ve been given a very rare opportunity to rebuild our city, and we shouldn’t waste it. We should be looking at sustainability, and looking globally for strengths that can make it as good as it can. I saw a quote the other day which I really liked. It said: “It takes more than buildings to make a great city”, and I really liked that. I think Christchurch is full of great people.

Indianna embarks on navy exercise A former St Andrew’s College student is deployed on-board the navy’s amphibious sea lift ship, the HMNZS Canterbury. Indianna McEwin, 24, is taking part in the world’s largest international maritime exercise, Exercise Rim of the Pacific. The ship and her 123 officers and sailors berthed at Hawaii on June 27, ready to join forces with ships, aircraft and personnel from around the world. Ms McEwin was recently promoted to able communications warfare specialist on-board Canterbury. She will spend the next six weeks communicating with almost 50 ships from 22 countries in the exercise taking place around the Hawaiian islands. “I will be watch-keeping and working either in the communications centre or on the bridge, in company with the other ships in our task group,” Ms McEwin said. “This will involve flag movements, flashing light and tactical voice.” Her job is to retrieve the ship’s signals from ashore and make sure they are correctly distributed. She also ensures that the communications part of ship is kept in a clean and tidy state. Ms McEwin joined the navy in January 2013, seeking to gain practical skills to balance out prior study. She graduated from her training in April 2013, when she was awarded two prizes for the high-

Are you on the right road? Choosing which road to take in Christchurch can be challenging at times. Of the 2649km of road network in Christchurch 541km was affected by road works in June – the equivalent of 20 percent.

In order to help keep Christchurch moving, The Christchurch Transport Operations Centre (CTOC) is constantly assessing the transport network and how it is coping. “The transport network is complex with many competing demands and users, hence roads have different priorities,” says CTOC Manager, Ryan Cooney. Recent monitoring on several key routes show there are days where congestion decreases or increases simultaneously on multiple routes. This occurs as road users choose different routes to reach the same destination each day. “Drivers will often change their route because they’ve had advanced warning of heavy traffic. Alternatively, they have come across an area of congestion and choose another route, or perhaps in the days prior they encountered delays,” Mr Cooney says. Mr Cooney says providing information to help encourage road users to use those roads that will give them the best travelling experience is one of CTOC’s aims. “Certain roads around the city are designed for increased traffic volumes. The layout of the road will be designed to cope with more traffic and features such as traffic signal operation will be optimised to keep traffic moving.”

One example of where road users may think they are choosing the quickest route but will in fact get delayed is Victoria Street in the city,” Mr Cooney says. “Victoria Street is often used as a cut-through to Bealey Ave as road users think it is quicker. However, Montreal Street traffic signals are optimised to cater for increased volumes of traffic allowing quicker access to Bealey Ave. We encourage the use of Victoria Street only if you are wishing to access businesses in the area.” Mr Cooney says other recommended roads to use around the city include: • Blenheim Road instead of Riccarton Road • Main North Road instead of Marshland Road • The four avenues, (Moorhouse, Bealey, Fitzgerald, Deans) if travelling from one side of the city to the other • Montreal Street instead of Victoria Street “We are constantly reviewing the network and working to keep it flowing efficiently and safely for all road users, but we do need people to assist us by using these suggested routes wherever possible. We let the radio stations know when we have hot-spots for people to be aware of and we are also now providing real-time

information through our twitter feed @TransportChch,” Mr Cooney says. “We are also improving our ability to monitor journey time through increased sensors around the city and this will help us provide better information to the public about potential delays to their journey.” Mr Cooney says the CTOC is keen to help road users understand the challenges and the work that is being undertaken to keep the transport network moving and welcomes any queries or feedback. Art Works Sale Affordable art works sale starts next Friday The Art Metro Art School in Papanui is holding its annual mid-year art sale, starting next Friday evening, July 18, and running through until mid-August. Director Simon Walmisley says it is an opportunity both for the art school’s students to showcase their work, and for the public to buy original works at affordable prices. “The exhibition is titled Gallery 700, because the top price anyone would pay for an artwork is $700, though many of the prices will be much lower,” Mr Walmisley says. Some of the students started at the art school five or six years ago, and are quite accomplished, while others are still learning the techniques, he says. The works will include drawings, water colours, pastels and acrylics, in a wide range of subject matters. Seventy artworks were exhibited at last year’s event, with 15 being sold. Mr Walmisley is expecting about the same number of works to be exhibited this year, and hopes even more will be sold. Cash, credit card or EftPos payments will be accepted, but not cheques. “The prices are realistic, and the students get most of the money from the sale of their works, the gallery takes only a small commission. Selling their works is a bit of ‘feel good’ for the students,” he says. “Putting on the exhibition is also a way of bringing people in to see the art school,

hrashing out a thorny issue, in a fun way of course, were members of the Canterbury Young Professionals(CYP) who took part in The Great Debate, held at The Canterbury Club recently. MC Mike Yardley presided over the proceedings as the topic, “The Christchurch rebuild needs logical planning, not creative thinking” was argued back and forth, for and against. Lively comments, sharp wit and humour branded the evening as a definite success, a verdict not open to debate! Following the verbal sword fight the result was announced as a victory for the negative faction.

FOOD PUTTANESCA PASTA Yummy! Measure the ingredients and put aside until ready to cook.

150g dried linguine Sauce: 3-4 tbsp extra-virgin olive oil ½ red chilli, seeded and diced 2 tbsp capers, rinsed and patted dry 6 pitted Kalamata olives, sliced 5 anchovy fillets, drained and chopped 2 cloves garlic, crushed 1 tsp each: dried oregano, basil 400g can chopped tomatoes SWEET ORANGE, DATE AND MINT SALAD Although the weather is still wintry, August always brings an abundance of locally grown fruit that is full of zing, zest and vitamin C. Just what the doctor ordered. Look for naval oranges, Meyer lemons, New Zealand grapefruit, tamarillos, rhubarb and kiwifruit. This recipe enriches the sweetness of our local oranges with honey and fresh imported dates, which are just coming into season. Serve it for brunch or for dessert. ½ cup Freshly squeezed orange juice 1 Lemon 3 Tbsp Honey, mild 4 Navel oranges 3 Mint leaves 8 Dates, moist

METHOD Cook the pasta according to the packet instructions. Heat oil in a deep saucepan. Saute chilli, capers, olives, anchovies, garlic and herbs for about 1 minute. Add tomatoes. Simmer for about 5 minutes. Once the pasta is just cooked— al dente—drain it well. Immediately plunge it into the sauce. Mix well. Season and add more oil, if necessary. Serve in large bowls. Great topped with a generous portion of grated Parmesan cheese plus fresh basil leaves and Italian parsley. Serves 2

Drain mushrooms (you can keep the resulting mushroom stock for another use, like risotto, if you like) and gently squeeze out excess water. Meanwhile, combine beef, oyster sauce, kecap manis, soy, sesame oil, garlic, ginger and chili (if using) and leave to marinate while the mushrooms are soaking. Heat a drizzle of oil in a wok or your largest fry pan over high heat. Quickly stir-fry the mushrooms

for 3-4 minutes until browned. Set aside. Add another drizzle of oil and stir-fry the beef for 3-4 minutes until just cooked through. You may need to do this in two batches to avoid overcrowding the pan. Add mushrooms back to the pan along with the sliced spring onion. Toss a few times to mix all ingredients together, then turn off heat. Garnish stir-fry with coriander and serve with steamed rice and greens. PANTRY NOTES • Shitake mushrooms are available from the International section of supermarkets or in Asian food stores. • Kecap manis is a thick, sweet, sticky soy sauce, that gives great flavour to stir-fries. There are many factors that can contribute to a delay in conceiving. With study, career and travel to focus on, women are commonly starting a family at over 30 years of age. Unfortunately, as age increases, the chance of conception decreases, which is why it is vital to know when you should be asking for help

to conceive. Fertility Associates have developed the biological clock on their website (visit them www.fertilityassociates.co.nz) to help women identify both the chances of a successful conception at any age and when the time is right to seek assistance if not falling pregnant. Women over 35 years of age should wait no more than six months before seeking the advice of a GP, more advanced tests for both partners usually require a specialist’s input. Similarly, women who easily conceived a previous pregnancy may encounter difficulty conceiving again and should seek help if they have been trying for six to 12 months to expand their family without success. It is also important to remember that male problems account for approximately a third of cases of fertility delay, so it is recommended that men see a doctor too. Often there are no signs of a male fertility problem until further assessment and testing is done.

Specialists provide full maternity service

T

he team of five Obstetricians and Gynaecologists, including a fertility specialist, collectively known as Christchurch Obstetrics and Gynaecology Association, or COGA, provide women with a full maternity service, from pre-conception to postnatal care. Team member Angela Beard says, while pregnant women may choose to have a midwife as their lead maternity carer, it’s important they consider an obstetrician as well because these are qualified medical practitioners who have specialised in providing comprehensive pregnancy care. “We encourage a shared care arrangement with midwives. We work with them and have a huge respect for them,” Angela says. “However, if there are complications during the pregnancy, labour or birth, we can manage those. “Midwives are free to refer patients to us if they believe a specialist is needed, especially in the case of high-risk patients.” Women can also be referred to COGA by their GP, or can make an appointment themselves, she says.

By coming to us, women can bypass the waiting time for an appointment at the hospital.” The team includes Colin Conaghan, Jane Fielder, Michelle Bailey, Geeta Singh and Angela Beard. Every client is seen by all the team members at some time, ensuring that when she goes into labour, she will know the o bstetrician who attends the birth. “It’s a team approach and we get great feedback from our clients. The women really like it,” Angela says. All deliveries are done at Christchurch Women’s Hospital because of its facilities and service, she says, adding that clients with private insurance are usually covered for obstetric care, with most policies now covering those expenses. earning first aid is not only a part of ensuring a safe workplace, but also an integral part of our engagement with the wider community. We all learn the necessary skills to ensure that in times of emergency we are able to assist our work colleagues, but are we able to take these skills home, into the community or on to the sports field? Not all workplaces are the same and the injury risk for each place can be wide and variable. The office attended by administrators does not carry the same risk as those people working with heavy machinery, or perhaps at some distance from a regular ambulance service. It is therefore essential that you pick the right first aid course to suit all of your activities – both professional and social. Take, for example, an office worker who does not have a high risk work environment and whose concern might be to ensure that they can deal with minor cuts and superficial injuries, or the ability to perform effective CPR. These skills can be achieved on a course of eight hours duration and would generally fit into low to medium risk area. But take this same person on to a sports field either as a spectator or player when a higher level injury occurs. The eight-hour course covering unit standards 6402 and 6401 (or 26551 and 26552) does not cover head neck and spinal injuries, eye injuries, hypothermia and poisonings. Imagine the feeling of inadequacy when someone asks ‘Does anyone know first aid?’ only to find that you were not taught these skills on your course. The majority of injuries occur outside of the workplace.

In fact, one in three injuries occurs in the home, making it the most common place for injuries to happen. New Zealand children are twice as likely to die through injury as children who live in Australia. They mostly die as a result of motor vehicles accidents or falls in the home. Fatalities from leisure and sport are not far behind those in the workplace. The wider 12-hour course teaches the additional unit standard 6400 and provides a wide knowledge base for medium to high risk environments. This course covers many of the skills required to deal with the most common injuries, such as falls (which can result in head, neck and spinal injuries) and dealing with complex scenes such as motor vehicle accidents. In times of emergency, such as the Canterbury earthquakes, many people were called upon to do first aid in a situation well beyond their comfort zone. This is the community resilience that we as good citizens should be trained for. Lives were undoubtedly saved as ordinary people pushed themselves into a role that they never expected. It is not difficult, and courses are not complicated. But one day, you will be called upon to help someone in need. Will you know what to do? If you are not sure on the course best suited to your needs, ask your accredited first aid training provider. They can explain the course content and give you options that will best suit your needs. Look beyond the workplace and consider your family and your location. Check that you have a good quality first aid kit that is up-to-date with replenished items and that everyone knows where it is located.

Group lessons are a great way to learn – students can make good friends, and there is a strong incentive to keep up with others, and the teacher can tailor fun and educational activities involving all the students in the group. For those who have always wanted to learn an instrument but never quite plucked up the courage, our late starters programme offers lessons in all instruments and, when you are ready, an ensemble with lots of like-minded musicians where you will have lots of fun. Great war soldiers

he experiences of Great War veterans in New Zealand between 1915 and 1939 is the topic of a three-week series at the WEA (Workers’ Educational Association) this term. The course will have a special focus on soldiers returning to Ashburton and Dunedin and will look at the conditions of the veterans as they returned home, the nature of the medical support they received

for both physical and mental problems and the Government’s repatriation provisions put in place to help veterans. Tutor Gwen Parsons has undertaken extensive research into New Zealand Great War veterans. Her course will start on Tuesday, August 19, at 10am. A Tuesday afternoon course this term looks at the state of Canterbury’s rivers. ‘Water Quality in the Hurunui and Waiau River Catchments’ is the topic for the first speaker, Scott Pearson, while the Rangitata and Opuha/Opihi rivers will be covered by Rosalie Snoyink. Pat McEvery will give an overview of the Selwyn Waihora Zone and its future. A fourth speaker, Andrew Curtis, is the Chief Executive of Irrigation New Zealand. Another new course this term is Italian Singing, being offered by Claudia Lues. Claudia is Italian and grew up with a love for her culture and its music. She will share her passion of Italian music from artists such as Andrea Boccelli, Gianni Morandi and many others.

Work on display includes weaving, embroidery, marquetry and mosaics. Here you can learn how to tune a ukulele, basic chords and strums, common patterns and songs. The Stage 2 course is for those with some familiarity with the ukulele and will introduce more songs and various styles of music. Sing along with tutor Kerry McCammon who has been teaching and performing for more than 30 years. A second beginners’ course starts on August 12 at St Faiths Church lounge in New Brighton.
